The objective of the assignment is to support the operationalization and expansion of the RPFF, with a particular focus on ensuring that financed projects align with climate change objectives and comply with the Rio Marker system. The services to be provided under the assignment include:

• Support the RPFF Technical Coordination Unit in meeting all its reporting obligations as outlined in the RPFF Instrument and the RPFF Operational Guidelines (RPFF OG), ensuring the integration of climate considerations.
• Engage with relevant operational departments to ensure that all targeted projects align with RPFF operational requirements, particularly compliance with the Rio Markers system for climate change mitigation and adaptation.
• In collaboration with PECG2, as required, mainstreaming climate change and green growth into the operation to be financed by RPFF, among others, by undertaking climate physical and transition risk assessment, GHG assessment, identifying appropriate climate change result metrics for use in the project result management farmwork.
• In collaboration with PECG2, as required, conduct Paris Alignment assessment of operations to be financed.
• Conduct Rio Markers assessments for RPFF-financed projects, ensuring compliance with donor requirements and proper classification as Rio Marker 1 or 2 and produces an initial climate finance estimate of the operation.
• Provide technical input into financing documents of RPFF projects to ensure they align with climate-related requirements and broader sustainability goals.
• Undertake donor and client engagement activities as required, particularly in relation to climate finance and compliance with international climate commitments.
• Support the preparation of annual work plans and budgets, semi-annual and annual reports, and periodic updates, ensuring that climate-related reporting requirements are met.
