The purpose of this assignment is to supplement existing capacity in the division to provide services to Bank operations teams, and to keep quality assurance guidelines and tools updated. This assignment will require the services of an experienced consultant with in-depth expertise in monitoring, evaluating, results and learning in a development cooperation context. He/she must be able to work in a flexible and responsive manner, based on client demands.
The consultant will support compliance reviews, particularly readiness reviews, by assessing and improving project results tools—including theories of change, results frameworks, monitoring plans, and risk matrices. The consultant will also contribute to portfolio-level analysis by reviewing Implementation Progress Reports (IPRs) and Quarterly Progress Reports (QPRs), and by supporting the preparation of Country Portfolio Performance Reviews (CPPRs), including through the identification of recurring M&E challenges and the preparation of diagnostic notes.
