The Independent Development Evaluation (IDEV) of the African Development Bank (AfDB or “the Bank”) seeks expressions of interest from consulting firms in conducting an evaluation of the Bank’s Operations Procurement Framework (OPF) covering 2016-2025. This evaluation aims to assess the OPF’s relevance, coherence, effectiveness, efficiency, impact, and sustainability, with a particular focus on its implementation by the Bank and its clients. It will also examine the use of third-party procurement frameworks and the flexibilities introduced by the OPF. The findings will inform potential revisions to the OPF and provide actionable insights for AfDB Management and the Board, building on previous IDEV evaluations and lessons from peer institutions.
REOI timeline: Expressions of interest must be received electronically via SAP Fieldglass no later than 27 October 2025, at 17h00 local (Abidjan) time. A shortlist of six firms will be invited to submit full proposals.
