Scope: The study will include a high-level diagnosis of key risk factors across Africa’s major gas producing countries, followed by an in-depth analysis / deep dive in five selected gas producing countries.
The consultant will carry the following tasks:
Task 1. Identify and analyse key risk factors across Africa’s gas infrastructure value chains (e.g. policy/regulatory, governance, market/credit, currency, offtake, construction, operational, environmental and social), and assess how these risks vary segments: gathering/processing, transmission, city?gas/Compressed Natural Gas, mini?LNG, Gas to power, industrial uses etc).
Task 2. Evaluate the effectiveness of existing policy, regulatory and commercial instruments (PPAs, GSAs, tolling, aggregator models, domestic gas obligations/pricing frameworks) in attracting investment in the selected countries, using active projects for illustration.
Task 3. Identify and benchmark best practices from the studied countries and regionally to highlight replicable lessons across value chain segments and end-uses.
Task 4. Develop a practical project screening scorecard to guide decision-making in gas infrastructure investments.
Task 5. Formulate a high-level policy recommendation to enhance natural gas infrastructure investment-readiness and de-risk gas value chains investments.
